four men defile a donkey to death: Kamahuha Maragua consituency

Residents of Kamahuha in Maragua Constituency woke up to shock and disbelief after a donkey was found dead after being engaged in unnatural act by unknown men.

The heinous act happened few meters from a local church where an evening kesha was going on.
Residents said they had earlier seen four middle aged men tying the donkey to a tree.
They said they were shocked to find the donkey dead with its hind legs tied.
Used condoms were found beside the dead animal which suggested it had undergone unnatural encounter with sex hungry men.
Area County Representative Njoroge Gitau strongly condemned the act terming it as satanic.
Gitau called on all men to shun the outrageous behavior as it portrays a negative image towards men.
Police are investigating the matter as the locals left wondering why men in the area are behaving like animals.
This incident comes just days after another man was found satisfying his sexual urge with a hen.
Similar incidents have also been reported in Nyeri and Kiambu County.
Women in the area complained of yearning for conjugal rights yet their men are turning to animals while others have been rendered impotent by alcohol and drugs.

Gor Mahia AkA K'ogalo have already worn the league KPL title 2013 carol radull: HOW? .. check out this

November 11, 2012. I’ll never forget that day. It was the day that Kenyan football giants Gor Mahia were finally going to win the Kenyan Premier League for the first time since 1995.
Everybody knew that by 5pm that day they would be singing and dancing to celebrate a feat that had eluded them for 17 years.
Gor Mahia fans, management and players were so confident that they were going to win that they already had printed T-shirts with “Gor Mahia: 2012 KPL Champions,” and many fans were already wearing them.
They also had a victory party already planned at the world famous Carnivore Restaurant for that evening. They weren’t the only ones who knew they would win.
Bar owners all over Nairobi and Kisumu had stocked up to ensure that they didn’t run out of beer or nyama choma for the festivities that were to follow. It was a done deal!
The belief that the title was theirs was so strong that when it didn’t happen tears flowed freely. Grown men and women at the City Stadium where the final match against Thika United was taking place, openly shed tears. Players cried, with goalkeeper Jerim Onyango blaming himself for conceding a goal that denied them the title. Jerim was so heartbroken that he didn’t participate in the FKF Final that came soon after the league wrapped up.
November 11, 2012 was a sad day for Gor Mahia, which was made even worse by the high expectations.
Fast-forward to today and that hope is back but this time the situation is different. There is every reason for every Gor fan and official to be hopeful.
Unlike last season, when Zdravko Logarusic joined the club when they were near the bottom of the standings and looked hopeless, fighting to get to the top was hard but possible.
Bobby Williamson took charge when Gor Mahia was second in the standings with two games in hand. So Bobby doesn’t find the team in a bad spot and if he does half the job Logarusic did last season, Gor will win the league with several matches to play. The good news for Gor supporters is that Bobby Williamson is twice the coach Logarusic was; at least on paper. So this time around there is every reason for the Green Army to be overconfident.
When I look at the K’ogalo play it is pleasing to my football eye. Yes they have some moments where they lack concentration; like in the second half against Western Stima last Sunday; but somehow they hold on to get the three points. Even Coach Williamson said it on Sunday that the boys are beginning to look like the team he wants to assemble, but they still have some distance to go. The Gor play is looking neater and the players look motivated.
I also like the fact that Williamson, just like Logarusic before him, is a disciplinarian. Despite the fantastic goals that Paul Kiongera is firing into the net, unacceptable celebrations are banned. Kiongera was carded for his celebration following his wonder goal against Stima and got an earful from Coach Williamson for earning an unnecessary card.
The coach is looking further down the line when accumulated cards will mean a ban and I don’t think Kiongera or any other Gor player will be deliberately breaking the rules any time soon.
Unlike where Logarusic found himself after two games in charge, Williamson is at the summit; four points clear and with a game in hand. Catching Gor under Williamson will be next to impossible I think. To give some credit to Logarusic, had he found Gor in the position Williamson did, he would have won it hands down; but it’s clear to see that Williamson knows exactly what he is doing.
The coach is also not celebrating too early and while I’ll miss the theatrics that Loga used to display, Williamson has an air of surety about him. Nothing is a fluke; he knows what he needs to do on and off the pitch. He also knows not to count his chickens before they hatch.
I can reliably say that a section of the Green Army counted those chickens the day Williamson was signed. They declared that they would win the league with between three and five games to spare. That’s ambitious but more realistic this year than last year.
I would advise those businessmen and women who lost out financially last season when Gor didn’t win, that they will certainly make money this season. Since Gor “will win it” with three games to spare, (although I’m not very convinced of that) it will mean almost a month of celebration before the trophy is presented, and then they’ll continue to celebrate through Christmas.
Don’t get me wrong fellas, I’m not saying all this because I’m a K’ogalo fan. In fact I support every team in the league. I’m saying this because right now the club seems to have its ducks in a row.
The management is behaving, they have brought in a credible coach, the players are delivering and the fans are packing the stands to support them. The most important reason is their position on the table.
I should be careful with my predictions but I am ignoring that voice of sanity and declaring here and now that on paper Gor Mahia have already won the Kenyan Premier League.

Land ownership dispute threatens Sh5.6trn rare earth mining project

A bulldozer at a niobium and rare earth project site at Kaya Mrima Hill. The announcement of a Sh5.6 trillion mineral find in Kwale County has triggered a row over land ownership.

  • Asked whether he was aware the land commission had distanced itself from the allocation and referred the matter to the county, Mr Nyamawi said NLC chairman Muhammad Swazuri was not being open.

The announcement of a Sh5.6 trillion mineral find in Kwale County has triggered a row over land ownership.
The Kwale County government says it has no idea how the prospecting firm acquired the concession on the land claimed to be rich in rare earth metals.
The mining deal is between Canadian firm Pacific Wildcat Resources and local company Cortec Kenya.
A few days after Cortec announced it had found huge deposits of rare earth at Mrima Hill, County Assembly Speaker Sammy Ruwa Nyamawi said his government was not aware of the land tenure agreement.
Mr Nyamawi said the county government had not seen documents showing how the land was allocated.
“We don’t know whether they have a lease agreement or title deed. We are also uncertain of the size of land involved,” he said.
The Speaker said the county assumed the national government had authorised the firm to carry out its activities without its involvement. “We hope the National Land Commission can address our concerns. As the custodian of national land, it is in a better position to shed more light on the deal.”
Asked whether he was aware the land commission had distanced itself from the allocation and referred the matter to the county, Mr Nyamawi said NLC chairman Muhammad Swazuri was not being open.
“If he is not aware, then he knows who to ask for answers,” he said.
Dr Swazuri, however, said details of Cortec’s land status were unknown.
“My office is unaware, unless they were given by Kwale County, we don’t have any document to prove ownership of the land. From available documents, Cortec Kenya has not made an application for land in the Mrima Hills. They requested a licence from the Commission of Lands,” he said.
When the firm was issued with a special mining licence in Kwale in April, Commissioner of Mines and Geology Moses Masibo said Cortec had been allowed to mine but would have to meet environmental conditions set out in the special licence.
“We have granted the necessary approvals. It is now up to the leaders and residents of the area to support the company,” he said.
This was after the Cortec board invited Kwale leaders and residents to inform them of the development.
Concerns have been raised about the rush to acquire the mining licence without following legal procedures.
Kenya Forest Service deputy director Esau Omollo said he was baffled by the manner Cortec rushed to get a licence without consulting other institutions.
Cortec Kenya official Deon Alberts yesterday asked for questions to be sent by email but had not responded by the time of going to press.
Meanwhile, the NLC yesterday sternly warned land invaders.

S. Sudan president suspends vice president, cabinet

Juba
South Sudanese President Salva Kiir has suspended his entire cabinet and vice president in the largest reshuffle in the history of the two-year-old nation, the former information minister told AFP Tuesday.
"President Kiir wants to make a major reshuffle, so from the vice president downwards, all national ministers and deputy ministers have been removed," said Barnaba Marial Benjamin, who until his suspension Tuesday was the information minister and government spokesman.
In one of the four presidential decrees broadcast on the state-owned SSTV on Tuesday evening, Kiir relieved his Vice President Riek Machar from his post.
In the next decree, Kiir fired his ruling party secretary general and chief negotiator on post succession issues with Sudan, Pagan Amum, from his post and subjected him to investigation on corruption allegations and inciting public anger.
And in the last two decrees, Kiir then relieved all national ministers and their deputies, as well as police commissioners.
This is the first major shakeup of the government since independence.
Kiir has been emphasizing a lean government in the wake of austerity, but community politics has been a hazard.
In recent weeks, there has been a surge in the national newspapers of calls to relieve Mr Machar from his post, including from his own Nuer community, for practicing politics of anarcy and threatening to cause division of the country.

President Uhuru Kenyatta unveils team to restructure parastatals

Nairobi, Kenya: State corporations will soon be restructured to reflect the new regime’s policy after President Uhuru Kenyatta formed a new taskforce set to recommend radical changes to public bodies.

The Head of State Tuesday unveiled a 10-member team to review parastatal policies, identify challenges and propose a new policy direction for State firms.
President Uhuru in a press statement sent to newsrooms explained that the membership of the taskforce brings on board professionals from both Government and the private sector.
“The taskforce will deliver its report within six weeks, but in any event not later than September 15, 2013,” instructed the President, saying the team would be transformational.
Those appointed are former Mandera Central MP Abdikadir H. Mohamed (Executive Office of the President), Kamau Thugge (National Treasury), Mugo Kibati (Vision 2030), Korir Sing’oei (Deputy President’s Office), Stella Kilonzo (Private Sector), Angalie Mediratta (Private Sector), Isaac Awuondo (Commercial Bank of Africa), Nelson Kuria (CIC Group), Carole Kariuki (KEPSA) and Edward Burbidge (Burbidge Capital Ltd).

Don’t pay July salaries, Sarah Serem team warns Teachers Service Commission

Nairobi, Kenya: A fresh conflict looms between the giant teachers’ union and the government after a constitutional commission warned strongly against paying tutors this month’s salary.

The Salaries and Remuneration Commission (SRC) has asked the Teachers Service Commission (TSC) not to pay July salaries to teachers who were on a strike that was called off on July 17.
Instructively, SRC chairperson Sarah Serem wrote to the TSC on July 19, a day after the Kenya National Union of Teachers (Knut) signed a deal to end the 23-day strike.
The development could worsen the strained relations between the State and Knut, whose top two officials were each fined Sh500,000 and the union Sh5 million, for contempt of court over the strike.
Knut were stunned by the sentence handed down by the Industrial Court on Monday because they had called off the strike the previous week and pleaded with authorities to withdraw the case filed by TSC.
Through a letter seen by The Standard, the SRC has instructed TSC not to pay teachers who boycotted work after the Industrial Court ruled the strike illegal and directed teachers to resume work by July 1.
In the terse letter to TSC secretary Gabriel Lengoiboni, Serem has warned TSC boss will be held liable if he makes any payment to teachers.
She said it would be unconstitutional to direct any monies to pay for services not rendered by teachers during the period they were out of class.
The letter headlined Industrial action by the teachers in employment of TSC, is dated July 19, a day after Knut signed a return-to-work formula with TSC.
Serem asked teachers’ employer TSC to be well advised on remuneration of the teachers and termed any payments to teachers who were on strike as illegal.
“Please take note that as a public officer, if you pay or approve the payment of any remuneration and benefits out of public funds contrary to SRC instruction or advise and more so in contravention to court order to resume work, any payment made for the period during which teachers were on strike would be illegal and in contravention of Article 226(5) of the Constitution which places responsibility of public funds on such officer,” reads part of Serem’s letter.

Treasury in plan to revert county cash to State

Kenya: There are plans by Treasury to re-allocate money set aside for roads and electricity in counties to the national government, it has emerged.

Top Treasury officials who appeared before a parliamentary committee said funds allocated to counties for the Kenya Urban Roads Authority (Kura), Kenya Rural Roads Authority (Kerra), and Rural Electrification Authority (Rea), should revert back to the national government.
The officials argued that the counties do not have the necessary capacity to handle the three dockets.
Treasury Principal Secretary Kamau Thugge, who appeared before a joint committee of Budget, Transport and Energy, said just like that the payroll was being handled by the national government, the same should be the case for Kerra, Kura and Rea.
No capacity
Thugge pointed out that governors had already accepted that counties have no capacity to handle the three. He explained that a technical committee had been formed to assess the amount to be reallocated and would be responding today.
Energy Principal Secretary Eddy Njoroge said that although they acknowledge that devolution is necessary, counties had no capacity to implement projects under the three State agencies.
Njoroge said that the country will not be able to implement the laptop projects and electrify all schools if counties are given such huge responsibilities.
“We acknowledge devolution is necessary but counties have no capacity or structures to implement the projects under Rea,” he stated.
He pointed out that the success of the laptop project was pegged on the supply of electricity to primary schools.

An MP has vowed to shoot down the proposed Marriage Bill saying it is oppressive to men.
Maara MP Kareke Mbiuki said the requirement that men seek written consent from their spouses is demeaning and goes against African culture.
According to the MP, the Bill may may trap men in oppressive relationships if a woman declines to append her signature in case of a divorce.
“We love our wives very much but as Africans, the proposed scenario cannot work. We don’t want to be forced to sign papers when we want a second wife.
"We will not pass that Bill as it is meant to oppress men. The boy child has been an endangered species and doing this would be adding salt to an injury,” said Mr Mbiuki.
He however assured residents of his support for progressive contents of the Bill provided it is not harmful to marriage.
He was speaking at Magundu Secondary School during a thanksgiving mass.

'Oldest woman' in the World dies aged 115

A woman believed to be the world's oldest person has died at the age of 115 years and 199 days.
Sant Kaur Bajwa, from Southall, west London, was born on 1 January 1898 in Pakistan, according to her passport. She has lived in the UK since 1969.

Her family said they believed she was the oldest person, however they have not had this officially verified.
The Guinness World Records said to verify a claim, it needed to see a birth certificate and a passport.
Her grandson Sanjeev Singh Rai said: "Back in the day I don't know if they even issued birth certificates, but her passport has her birth date down as 1 January, 1898."
Up until her death on Friday, Ms Bajwa was believed to be the oldest person in the world.
According to Guinness World Records, the oldest surviving person is Misao Okawa, from Japan, who is 115 years and 99 days old.
Grace Jones, who is 113, is the oldest person in the UK, according to Guiness.
Secret to longevity
Ms Bajwa lived through three centuries, two world wars and the India-Pakistan partition.
"That was a really difficult time for her," her grandson Sukhinda Singh Rai told the BBC.
"To be uprooted from where she was born in Sialkot in Pakistan to Gurdaspur in India was hard."
